  • Overview

    The General Manager for East Bay Paratransit Consortium Broker works under general administrative direction with extensive autonomy to decide when and how work is done. The Assistant General Manager and managers of Finance, Certification, Call Center and Administration report to this position. In addition, this position manages contract compliance and client relationships, and also works closely with the AC Transit and BART staff assigned to oversee and administer the East Bay Paratransit Broker contract.






    • Provides general guidance to department managers, which may include Operations, Customer Service/Call Center, Finance/Payroll, and Human Resources
    • Provides strategic planning and direction to the operations, responsible for the budget, safety and risk
    • Manages contract compliance and client relationships
    • May involve labor relations, union procedures and negotiations depending on the specific location and contract
    • Develops and manages the operational budget
    • Investigates, makes and administers decisions up to and including terminations
    • Has overall responsibility for scheduling, performance evaluation, and staffing responsibilities for the management staff of the facility
    • Other duties as required.




    Education Preferred:

    • Bachelor’s Degree or equivalent knowledge in Business Administration, Logistics, or Transportation


    • Minimum of 5 years of increasingly responsible management level experience in the paratransit industry 
    • 5 years’ experience in ADA paratransit operations using a computerized routing and scheduling system

    Skills and Knowledge Required:

    • Cost control or financial/budget experience
    • Excellent communication and presentation skills with ability to influence people at all levels of the organization, both vertical and horizontal
    • Ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel
    • Highly organized with ability to handle multiple projects simultaneously while exceeding established goals and objectives, and meeting established deadlines
    • Proficient in Microsoft Office software
    • Limited travel predominately within assigned service area
    • Demonstrated ability to manage with a “Safety First” attitude
    • Americans with Disabilities (ADA) regulations
    • Department of Transportation (DOT) regulations; State regulations
    • Occupational Safety and Health Administration (OSHA) regulations
    • Exemplary communications skills & Strong attention to detail
    • Have the ability to work with a variety of constituents including consumers, funding agencies, elected officials and other transit agency staff.

    Pre-Employment Requirements:

    • Ability to pass a pre-employment drug test and criminal background test
    • Must reside full time in the San Francisco Bay Area. If the successful candidate does not reside in the area at the time of appointment they will have 90 days to relocate.

    Physical Requirements:

    • Ninety-five percent (95%) of the work performed in the capacity of this position is in a professional office environment that is clean, well lit, and in compliance with the ADA’s Architectural Standards. Minimal lifting is required and never any more than twenty-five (25) pounds. The remaining five percent (5%) level of work may be performed off-site but never in unsafe or hazardous surroundings. The office is environmentally friendly and neither smoking nor artificial scents are permitted in the work environment.
