  • Overview

    The Payroll Administrator is responsible for general payroll administration/processing, which includes, the timely and accurate filing of payroll for hourly and salaried staff and related record keeping and accounting activities. The Payroll Administrator will adhere to all payroll laws and policies, e.g. federal, state and local overtime and tax laws including garnishments. This position works in a fast-paced environment and communicates with people at all levels both internal and external. 


    • Performs duties associated with the overall administration of the payroll function utilizing ADP EV5 payroll system and ADP eTime
    • Responsible for the preparation and processing of multiple multi-state union and non-union weekly & biweekly payroll processing from start to finish
    • Establish/maintain the accuracy of employee records by both manual data entry and auditing the database for all employee record changes including, but not limited to: status changes, pay rate changes, address changes, new hires, terminations, tax withholdings and direct deposit information
    • Review changes for proper authorization and adherence to APA policy including compliance with federal/state/local regulations
    • Assists with calculating employees’ hours from timecards and timekeeping systems; ensures that all employees are paid on time and accurately
    • Special Check Requests, including Retro Pay, Commissions, Bonuses, Lay-off / Termination, Union Settlements and other situations, as applicable.
    • Responsible for the coordination efforts between payroll, human resources, finance and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.g. labor" home" work, overtime, leave balances, head count, and retirement contribution reports).
    • Excellent interpersonal skills, specifically in relating well to diverse groups 
    • Prepare payroll related reports as needed;
    • Prepare Union reports and payment requests.
    • Troubleshoots payroll issues; verifies the accuracy of figures and computations
    • Responds to employee questions regarding all types of payroll questions
    • Maintains confidentiality of all information
    • Responsible for opening corporate mail daily and taking the appropriate actions to handle or route as necessary

    Education, Licensing, and Certifications Required:

    • High school diploma or equivalent, such as GED, required.

    Education, Licensing, and Certifications Preferred:

    • Business school or certificate from the American Payroll Association in Fundamentals of Payroll (FPC) or Certified Payroll Professional (CPP) preferred


    • 2 to 4 years of relevant payroll experience
    • Experience in a transit environment a plus

    Skills and Knowledge Required:

    • ADP EV5 & ADP eTime
    • Multi-Company payroll experience
    • Working knowledge and proficiency with Microsoft Word, Excel and Access
    • Ability to read, understand, and interpret instructions, policies, and procedures
    • Good written and oral communication skills
    • Ability to organize and perform work efficiently; strong attention to details
    • Strong math skills
    • Experience with Union payroll & benefits

    Travel requirement (as a percent): <5% for occasional meetings

    Physical Requirements:

    • Must be able to work shifts or flexible work schedules as needed.
    • 100% of work is accomplished indoors and in air conditioned or well ventilated facilities
    • Work is accomplished in an office or in a cubicle space equipped with a telephone and computer.
    • The employee is generally subjected to long periods spent sitting, typing, or looking at a computer screen.
