  • Overview

    The Purchasing Agent is responsible for the procurement and acquisition activities for supplies, services and construction, including (but not limited to) the following: generic administrative supplies, office equipment; computers, electronics and telecommunications equipment; technical and maintenance services; engineering hardware and support services; and construction.

     

    This position is expected to interface with stakeholders from all departments relative to procurement, including Executive level management and others on projects and related issues.

     

    This position must have a firm understanding of Federal, State, and Local Acquisition Regulations, and the ability to interface with vendors, subcontractors, and DBE/SB Liaison.

    Responsibilities

    • Reviewing Procurement requests, analyzing the requirement, recommending revisions to the statement of work or specifications as necessary, and deciding on agency source and method of procurement.
    • Preparing all required documentation and recommendations for award to the Purchasing Director.
    • Monitoring contract administration until final delivery and payments are completed, and the contract is closed.
    • Interpreting contract provisions for contractors, and providing appropriate advice and guidance.
    • Analyze the market in order to select vendors/contractors who will meet or exceed the needs and requirements of the organization.
    • Prepare RFQ (Request for Quote), RFP (Request for Proposal) and/or IFB (Invitation for Bid) documents that adhere to Federal, State, and Local purchasing procedures and guidelines.
    • Conduct vendor proposal meetings and negotiations
    • Evaluate vendor proposals and provide selection documentation for management and contract records.
    • Manage the vendor contract documentation to meet internal and external audit requirements.
    • Oversee the end-to-end, cradle to grave procurements, from:
    • solicitation process, including: issuance of addenda and clarifications, conducting meetings with prospective vendors, hosting public bid openings.
    • Negotiations of contract terms with vendors.
    • Coordinate all offer/proposal evaluations and conduct administrative evaluations, including: cost/price analysis, determination of responsiveness and responsibility of prospective contractors; prepare administrative evaluation memorandum with recommendations for contract award.
    • Coordinate post award processes, including: preparation of award notices, coordination of meetings with internal stakeholders and awarders.
    • Contract closeout
    • Other duties as assigned.

    Qualifications

    Education, Licensing, and Certifications:

    • Bachelor's degree in Accounting, Business or related field or equivalent experience

    Skills and Knowledge Required:

    • 5-10 years of purchasing/contracting experience and/or equivalent combination for education and experience
    • Previous experience with Federal, or State Contracts/Purchasing or large scale purchasing.
    • Strong negotiation and analytical skills.
    • Possess a high level of motivation with the ability to operate under minimal supervision and guidance.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
    • Must possess strong interpersonal and leadership skills.
    • Experience in Federal Procurements is a plus, as well as Local procurements.
    • Excellent verbal and written communications skills.
    • Strong business ethics
    • Ability to pass drug screen and criminal background check
