  • Overview

    The Human Resources Manager is the local resource that plans, directs, and coordinates the administrative functions of the workforce.  This individual can serve as a link between employees and management.


    • Sourcing, recruiting and hiring employees 
    • Maintaining financial, payroll, personnel, reporting, and other records as needed 
    • Developing and implementing innovative recruitment approaches to find and attract unique and specialized talent such as ADA paratransit schedulers and dispatchers 
    • Establishing a hiring process including reviewing applications or resumes, screening applicants, interviewing potential employees, and conducting reference and background checks 
    • Ensuring all personnel records are accurately maintained including maintenance of proper records and documentation of required training, certifications, and compliance  
    • Administration of compensation and benefit programs 
    • Developing and implementing initiatives to improve and maintain employee satisfaction 
    • Reviewing and shaping organization policies and rules in order to stay compliant and enhance TRAC’s performance 
    • Developing and revising job descriptions and training/certification checklists 
    • Monitoring staffing and projected work levels and communicate with the General Manager, Service Analysis & Planning Manager, and Operations Director regarding anticipated changes in required staffing levels 
    • Ensuring that employee evaluations and reviews are administered on-time and objectively 
    • Participating in regular meetings with the General Manager and other departments to the assure TRAC is achieving the stated performance goals  


    Education, Licensing, and Certifications Required:

    • High school diploma or equivalent, such as GED, required.

    Education, Licensing, and Certifications Preferred:

    • Bachelor’s degree in Human Resources, Business or related field preferred


    • Minimum of two years in a Human Resource supervisory capacity
    • Four years of increasingly responsible experience with Human Resources 

    Skills and Knowledge Required:

    • Understanding of employment laws and regulations
    • Working knowledge and proficiency with Microsoft Word, Excel and PowerPoint
    • Ability to read, understand, and interpret instructions, policies, and procedures
    • Strong written and oral communication skills; strong presentation skills
    • HRIS, ADP, and investigative experience preferred

    Travel requirement (as a percent): Frequent travel to meet the needs of the business


    Pre-Employment Requirements:

    • Must submit to drug testing and a background check

    Physical Requirements:

    • Must be able to work shifts or flexible work schedules as needed.
    • 100% of work is accomplished indoors and in air conditioned or well ventilated facilities
    • Work is accomplished in an office or in a cubicle space equipped with a telephone and computer.
    • The employee is generally subjected to long periods spent sitting, typing, or looking at a computer screen.
