Overview

This position will in part serve as one of the primary points of contact with SFRTA, SFFTA Engineering or its consultants in all matters relating to the Contract Service Agreement, rail inspections, maintenance and planning for track and signal work. It is expected that these duties are to be performed as part of regular consultation and planning meetings with SFRTA Engineering Staff and it’s Program Manager or consultants.

 

At times, the position may require work with local, county and state agencies on railroad issues and is expected to create and maintain good communication and relations as required under this position.

 

In addition, the Manager of Track will review, revise and develop contract documents as well as holding the primary responsibility for the track departments annual budget and work plans, staffing, training schedules and invoices 

Responsibilities

  • Provide oversight and assist in the direction of initiatives in conjunction with the Director of Safety to further promote a positive safety culture and to enforce and monitor all safety related work practices and FRA inspection and maintenance to meet or exceed required minimum standards.
  • Comply with and oversee staff and employees under their charge comply with SFRTA rules, policies, rules and procedures standards.
  • Implement, enforce improve quality of work and monitor performance.
  • Supervises, promotes, manages, transfers and would assess discipline for staff and arranges with SFRTA for replacement personnel in the event vacancies could not be filled for contracted work.
  • Coordinate and plan ordinary maintenance and a schedule for track work with other departments to maximize track time and efficiencies in every effort to minimize any train delays.
  • Occasionally perform track inspections and monitor track inspectors to ensure inspections meet FRA requirements for frequency and reporting as well as for safe train operations.
  • Arrange for and monitor third party track of similar work being performed on territory, labor, tools and materials for employees and contractors to perform track maintenance.
  • Respond immediately as an “on-call’ employee to conditions normal or extraordinary
  • Initiate inspections and/or repairs to track or facilities as required to maintain SFRTA infrastructure and facilities under the scope of work

Qualifications

Experience Required:

  • Experience in Maintenance of Way track standards and policies.
  • Prior supervisory experience in track maintenance.

Skills and Knowledge Required:

  • Ability to read and interpret drawings, plans and specifications for railroad track and civil construction, and to inspect track and supervise the work of others for compliance with these documents.
  • Know and understand FRA track standards.
  • Self-motivated with excellent communication skills to work with the client, other departments and public agencies.
  • Understand and be able to apply safety rules and procedures.

 

Pre-Employment Requirements:

  • Must pass a pre-employment drug test, background check and physical exam
  • Must have, or obtain within six weeks of hire date, a valid Florida drivers’ license with no more than three moving violations and no DUI’s within the last three years. CDL w/Hazmat Endorsement.

 

Physical Requirements:

  • Ability to work outdoors in all weather conditions, to lift objects weighing a minimum of 50 lbs and must have the ability to distinguish colors and to hear warning signals, radio and telephone devices.

 

Travel and overnight stays may be required.
